Sometimes. It depends on the business activity and, increasingly, on where the company is located. Some activities are open to full foreign ownership, some are capped at a percentage, and some are closed entirely. In Bali specifically, activities in the lower risk tiers are currently facing an administrative block on new PT PMA registrations that goes well beyond the eighteen classifications publicly announced. The honest answer is that this has to be checked against your specific activity before anything else is decided.

A PT PMA is an Indonesian limited liability company with foreign shareholding. It is the standard vehicle for a foreigner who wants to own and operate a business here lawfully. It is not always the right answer: depending on the activity, the capital involved and your plans, a different structure may serve you better, or may be the only one available.

KBLI is Indonesia's business activity classification system. Your codes determine what your company may lawfully do, what licences it needs, what minimum investment applies, and whether foreign ownership is permitted at all. Most of the problems we are asked to fix start with codes that no longer match what the business actually does.

It depends on the activity, the number of classifications and the licences required. We price engagements as fixed fees rather than by the hour, and you see the scope and the fee in a Work Order before any work begins. There are no open-ended retainers and no surprise invoices.
